Moro was Minister of Grace and Justice between July 1955 and May 1957 (Segni’s government). He was committed in reforming the penal code (the “Rocco code” of 1930 was still in force); he constantly visited and inspected prisons; he took part in the drafting of the law on the work of the CSM; he tried to remove the historical exclusion of women from magistracy; he reduced the authority of court-martial on discharged military personnel.
