Following Moro’s idea on the party renewal, the DC congress, in March 1976, elected Benigno Zaccagnini as secretary of the party with a small majority, while political elections in June 1976 saw “two winners”, as Moro commented, and imposed a new level of confrontation among political forces. A single-party, DC, executive was therefore born: Andreotti’s third government, from July 1976 to March 1978, the so-called “governo della non sfiducia” (not no-confidence government), which was supported by the abstention of PLI, PSI, PSDI, PRI and PCI.

Moro was elected President of the DC National Council in October 1976. Most of all, between 1977 and 1978 he worked to solve a difficult situation: from one side, the need for solidarity, in order to restore the country’s condition through the Republican and Constitutional project; from the other side, internal and international distrust, due to PCI approaching the government area.
