From the first to the seventh Republican legislature, Moro was always elected a deputy in the constituency Bari-Foggia, where DC was steadily the first party, reaching the high point in 1948 (more than 48% of votes) and constantly obtaining more than 40% of votes, apart from the low point in 1953 (37.2%). In the elections of April 18, 1948 Moro came second after Petrilli. In the general elections held in June 1953, he came only fifth, being overcome not only by Petrilli but also by local politicians. On the contrary, he came first in the elections held in May 1958, leaving others behind and becoming the leading figure in the Apulian DC. He came first in the elections of April 1963, May 1968, May 1972, June 1976, reaching his high point in 1968, when he obtained more than 293,000 votes.
